F12 - Delegation of Signing Authority

The F12 Delegation of Signing Authority policy establishes the Delegation of Signing Authority Guidelines and limits required for the approval of expenditures and contracts at the College. It also provides guidelines for signing authorities of the College with banks, investors, and the Canada Revenue Agency. 

Some key points from the policy are:

  • Specifies who may approve expenditures, sign and approve contracts and agreements and the dollar threshold they have for such authorization. 
  • Limits are applicable to the total amount in CAD and prior to any taxes.
  • This policy is applicable to all contract types.  
  • Delegated signing authority (DSA) limits apply to each contract year separately.
  • Expenses related to an individual cannot be self-approved and must follow the “one-up guideline” at a minimum. 

When exercising signing authority, employees are expected to act ethically and diligently in carrying out their fiduciary responsibilities to the College.

FI3 - Procurement Policy

The F13 Procurement Policy ensures that all goods and services are acquired in accordance with approved procurement process and within authorized budgets, and that the procurement process is fair, open, and transparent. This policy also ensures fiscal stewardship of college resources by optimizing procurement outcomes.

FI4 - Contract Management Policy

The F14 Contract Management Policy ensures that we maximize the benefits of effective contract management which ensures that the obligations of both the College and the vendor are fulfilled and that the interest of the College are protected. Effective contract management allows us to establish stronger internal controls and maintains fiscal stewardship of college resources.
