The College purchases a variety of goods and services. The function of the procurement team is to ensure compliance with the College’s procurement strategy, applicable laws, related procedures, and the responsibility for financial oversight. Procurement is responsible for capturing the best value for funds by ensuring they are spent effectively and efficiently. This is achieved by creating a strong baseline through the CRNA policies and procedures which help guide buyers on how to facilitate purchasing goods and services.
In addition to developing the policies and procedures for purchasers to follow, the procurement team is available to assist with any steps along the way. They review contracts to ensure that the terms and conditions are acceptable and to note any important ones such as termination/renewal deadlines. These deadlines are then monitored in a centralized contract library to hold the vendors accountable to their deliverables and to ensure that the CRNA is not renewing services that are no longer needed. Procurement also facilitates the competitive bid process from start to finish for high value purchases.
The procurement function is an integral part of the overall strategic direction of the CRNA. In the short term, the system and processes are being changed as part of many of the investment priorities. This includes projects like Financial Management and Records Management. In the medium term, purchasing goods and services efficiently and effectively ensures fiscal stewardship of college resources. By maintaining practices and processes that are user-friendly and transparent, procurement is able to be a collaborative partner to the rest of the college.
The procurement function continues to grow and transform with the organization and is aiming to align with the principles of Right-touch Regulation. Problems addressed by policy changes are targeted, transparency is maintained throughout the procurement function, and accountability falls in the appropriate place.
